Adds Section 3-699 to the Illinois Vehicle Code authorizing special "Legion of Merit" license plates for recipients of the Legion of Merit award from any branch of the U.S. armed forces who reside in Illinois

Plates may be affixed only to passenger vehicles (1st division), including motorcycles, or motor vehicles (2nd division) weighing not more than 8,000 pounds

Secretary of State has discretion to issue plates as vanity or personalized plates in accordance with existing law and must provide a motorcycle-appropriate version

Design and color of the special plates are wholly within the discretion of the Secretary of State

No registration fees shall be charged for the issuance or renewal of Legion of Merit plates
