Amends Section 11-605.1 of the Illinois Vehicle Code to prohibit speeding in highway construction or maintenance zones both when workers are present and when workers are not present.

Establishes minimum fines of $250 for first violations and $750 for second or subsequent violations within 2 years, classified as petty offenses.

Requires an additional $125 surcharge on first violations and $250 surcharge on subsequent violations to fund the Transportation Safety Highway Hire-back Fund, with county funds going to county police when applicable.

Limits 90-day driver's license suspension for second or subsequent violations to cases where both the current and at least one prior violation occurred when workers were present in the construction zone.

Authorizes use of electronic speed-detecting devices within 500 feet of construction zone signs and grants concurrent jurisdiction to State Police and county police on interstate highways.
