Authorizes the Secretary of State to issue special Illinois Police Benevolent and Protective Association license plates for passenger vehicles of the first division and motor vehicles of the second division weighing not more than 8,000 pounds.

Charges a $25 fee for original plate issuance ($10 to the Illinois Police Benevolent and Protective Association Fund, $15 to the Secretary of State Special License Plate Fund) plus regular registration fees.

Charges a $25 renewal fee for each registration period ($23 to the Illinois Police Benevolent and Protective Association Fund, $2 to the Secretary of State Special License Plate Fund).

Creates the Illinois Police Benevolent and Protective Association Fund as a special fund in the State treasury to receive collected fees.

Directs fund revenues to be distributed as grants to the Illinois Police Benevolent and Protective Association for death benefits to families of officers killed in the line of duty, scholarships for their children and spouses, and public safety education.
