Re-enacts product liability provisions from Public Act 89-7 that were voided by the Illinois Supreme Court in Best v. Taylor Machine Works (1997), including Part 21 of the Code of Civil Procedure governing product liability actions.

Establishes definitions for product liability actions, manufacturers, product sellers, harm, and clear and convincing evidence standards.

Creates presumptions that products are reasonably safe if they comply with federal or state safety standards or regulations in effect at the time of distribution.

Limits manufacturer and product seller liability for design defects by presuming designs are safe unless a practical and technically feasible alternative design was available that would have prevented harm.

Restricts punitive damages awards unless the plaintiff proves by clear and convincing evidence that the manufacturer intentionally withheld or misrepresented material safety information to government bodies or agencies.
