Amends Illinois Municipal Retirement Fund (IMRF) Article of the Illinois Pension Code to clarify surviving spouse annuity eligibility requirements apply uniformly regardless of whether the annuitant was in service before or after the effective date of this act or Public Act 87-850.

Removes the provision requiring offset of survivor annuities by workers' compensation benefits, limiting benefit reductions to disability benefits only.

Requires a surviving spouse to have been married to the deceased employee, annuitant, or person entitled to retirement annuity for at least one year prior to death or service termination to qualify for a surviving spouse annuity.

Amends the State Mandates Act to exempt this legislation from state reimbursement requirements to local municipalities and instrumentalities.

Takes effect immediately upon becoming law.
