• Requires unregistered buyers to include digital images in daily submissions to the county sheriff by 6 a.m. each day detailing the previous day's transactions.

• Unregistered buyers must register with the county sheriff at least 30 days before conducting business at temporary buying locations and pay a registration fee to defray review costs.

• Takes effect immediately upon becoming law.
