• Creates the Board of Legislative Repealers to investigate Illinois laws, regulations, and governing instruments to identify those that are unreasonable, unduly burdensome, duplicative, onerous, conflicting, or unconstitutional.

• Board consists of four ex officio members: the Executive Director of the Legislative Reference Bureau (serving as chair), the Deputy Director of the Legislative Reference Bureau, the Executive Director of the Legislative Research Unit, and the Associate Director of the Legislative Research Unit.

• Requires the Board to establish a public online portal for receiving comments on laws and regulations to consider for repeal, set investigation schedules, adopt evaluation criteria, and make recommendations to originating bodies with specific justifications.

• Board must implement a tracking system to monitor actions taken on its recommendations and submit annual reports to legislative leaders and the Governor beginning February 1, 2014, with proposed bills to implement recommendations if deemed advisable.

• Amends the Legislative Commission Reorganization Act of 1984 and the Legislative Reference Bureau Act to require cooperation between the Joint Committee on Administrative Rules, the Legislative Research Unit, and the Legislative Reference Bureau with the Board; effective January 1, 2014.
