Amends the Illinois Act on the Aging to add data-sharing authority allowing the Department on Aging to request, receive, and exchange eligibility and income information with Social Security Administration, Department of Employment Security, Department of Healthcare and Family Services, Department of Human Services, Department of Revenue, Secretary of State, U.S. Department of Veterans Affairs, and other entities for establishing eligibility, verifying continuing eligibility, maximizing federal matching funds, and investigating fraud in programs for older adults.

Expands Community Care Program oversight and effectiveness through multiple reforms including ensuring evening and weekend service availability, allowing flexible service planning based on assessed needs rather than time blocks, improving Medicaid enrollment and billing processes, implementing electronic service verification by January 1, 2014, and establishing a Community Care Program Advisory Committee to advise the Department on service delivery issues.

Requires the Department on Aging to report to the Auditor General by July 1, 2013 on actions needed to implement Community Care Program reforms, with the Auditor General providing compliance certification by April 1, 2014; establishes conditional requirements for medical assistance enrollment and co-payments based on Auditor General findings.

Authorizes the Department on Aging to make medical payments up to $150 million for fiscal year 2014 from Community Care Program appropriations for services rendered in prior fiscal years on a fee-for-service basis consistent with Medicaid requirements.

Expands the authority of the Inspector General for the Department of Healthcare and Family Services to include oversight of the Department on Aging's Community Care Program integrity functions, including fraud investigations, quality assurance monitoring, and vendor audits.
