Exempts small-scale landscape waste composting operations (up to 25 cubic yards) from state permitting requirements if not engaged in commercial activity.

Allows farmers with 10 or more occupied non-farm residences within 1/2 mile to operate composting facilities without permits if they meet specified criteria including composting facility limited to 2% of site acreage, no fees charged, and compost applied only to their own farmland.

Establishes setback requirements for composting operations including 200 feet from potable water wells, 1/8 to 1/4 mile from residences and sensitive facilities (schools, childcare, immunocompromised care facilities), and location outside 10-year floodplains.

Requires annual registration and reporting by exempt agricultural composting operators to the Agency regarding material volume received and certification of compliance with setback and water table requirements.

Exempts small composting operations from compost quality standards adopted by the Pollution Control Board.
