Amends the Illinois Dead Animal Disposal Act by removing references to used cooking grease and oils from definitions of "renderer," "blender," "collection center," and "rendering materials."

Eliminates specific fee schedules for licenses and vehicle permits, instead directing the Department of Agriculture to set nonrefundable fees through administrative rules.

Adds "failure to pay any fine or fee owed the Department" as grounds for refusing to issue or renew, or suspending or revoking a license or vehicle permit.

Removes language permitting transportation of used cooking greases and oils (raw or unrendered) across state lines, limiting interstate transport to animal and poultry bodies, fish, and hides only.

Changes inscription on Class 2 vehicle permits from "Illinois Scrap and Grease Permit" to "Illinois Scrap Permit" to reflect removal of grease handling from that permit class.
