Capitalizes "Comptroller" throughout the State Comptroller Act for proper title formatting and corrects pronoun references to "he or she" and "or her" for gender-neutral language.

Adds new subsection (f-5) allowing the Comptroller to issue replacement warrants on the Warrant Escheat Fund between 5-10 years after the original warrant's issuance if the person is entitled to it, the original payee is still entitled (certified by the paying agency), and records confirm the warrant was not already replaced.

Extends the time limit for issuing replacement warrants from 5 years to allow issuance up to 10 years after the original warrant's date of issuance under the new conditions in subsection (f-5).

Adds Department of Juvenile Justice, Office of the State's Attorneys Appellate Prosecutor, and spouses of employees in restricted departments to the list of employees whose addresses shall not be publicly listed in the Comptroller's annual employment report.

Repeals Section 10.13 of the State Comptroller Act and makes the Act effective upon becoming law.
