Amends Section 15-316 of the Illinois Vehicle Code to govern when the Department of Transportation and local authorities may restrict vehicle use on highways.

Local authorities may prohibit vehicles or impose weight restrictions on highways for up to 90 days per calendar year when deterioration, rain, snow, or climate conditions threaten serious damage, with required signage at affected highway sections.

Highway commissioners in road districts must conduct public hearings and obtain county superintendent approval before prohibiting trucks or commercial vehicles on designated highways; failure to respond to written requests from three landowners to change permanent weight limits within 10 days can result in removal from office.

Violations result in fines of $50 for weight exceeding posted limits up to standard axle/gross weight limits, plus $75 per 500 pounds or fraction thereof for additional excess weight.

Exempts cargo tank vehicles delivering propane for emergency heating at 50 percent capacity or less with gross vehicle weight not exceeding 32,000 pounds from temporary vehicle prohibitions if the driver notifies appropriate agencies, except at bridges with posted weight restrictions.
