Amends the Illinois Power Agency Act to establish a one-time supplemental procurement plan for renewable energy credits from photovoltaic systems, including distributed photovoltaic generation, within 90 days of the act's effective date.

Allocates up to $30,000,000 from the Illinois Power Agency Renewable Energy Resources Fund for the supplemental photovoltaic procurement, with 50% of distributed renewable energy credits coming from devices under 25 kilowatts in nameplate capacity.

Requires new photovoltaic installations to be performed by qualified persons meeting specific criteria, including journeyman electrician certification, enrollment in apprenticeship programs, or relevant solar energy credentials and documented electrical experience.

Establishes procurement oversight through a procurement administrator and procurement monitor retained by the Commission, with sealed competitive bidding, benchmark price limits, and standard form contracts for winning suppliers.

Requires the Agency to hold a public workshop within 90 days, post the supplemental procurement plan for 14-day public comment, and submit the revised plan to the Commission for approval within 90 days of the act's effective date.
