IL HB2432

Amends the Electronic Fund Transfer Act to modify surcharge disclosure requirements for terminal operators, removing the requirement for physical signage and requiring only electronic disclosure on terminal screens.

Requires terminal operators to provide consumers an opportunity to cancel transactions without incurring surcharges after the surcharge is electronically disclosed on the terminal screen.

Prohibits terminal operators from imposing fees on consumers using Link Cards or other access devices issued by government agencies for public aid purposes under the Illinois Public Aid Code.

Clarifies that "person operating a terminal" means the person with control and responsibility for the terminal, not necessarily the property owner where the terminal is located.

Effective upon becoming law.
