HB2453 Summary

• Establishes Division of the Statewide 9-1-1 Administrator within the Department of State Police effective July 1, 2015 to develop, implement, and oversee a uniform statewide 9-1-1 system for areas outside municipalities with populations exceeding 500,000.

• Modifies wireless carrier surcharge distribution: effective July 1, 2014, allocates $0.05 per surcharge to Wireless Carrier Reimbursement Fund, $0.66 to Wireless Service Emergency Fund, and $0.02 per surcharge to Wireless Service Emergency Fund for distribution to County Emergency System Telephone Boards in counties under 100,000 population.

• Changes wireless penalty for failing to provide subscriber zip code information from $0.005 per subscriber to $0.01 per subscriber effective July 1, 2014.

• Requires all 9-1-1 system boards and local government entities to submit audited financial statements to Illinois Commerce Commission by October 1, 2014 and annually thereafter, with suspension of grants for non-compliance.

• Extends the Wireless Emergency Telephone Safety Act repeal date from July 1, 2014 to July 1, 2015, and allows municipalities over 500,000 population to impose wireless and prepaid wireless surcharges at specified rates until that date.
