Requires personal or abode service of an "order to show cause" notice before a body attachment order can be issued for indirect civil contempt charges.

Limits the first recognizance bond issued for a respondent to no more than $1,000.

Sets a one-year expiration date on all body attachment orders issued under this section.

Allows courts to retain posted bond funds only if they determine the judgment debtor willfully refused to comply with a payment order, the funds belong to the debtor (not a third party), and the funds are non-exempt assets.

Exempts enforcement of child support orders and municipal ordinance violations from these requirements and limitations.
