Amends Section 9 of the State Comptroller Act to add new restrictions on voucher payments under $5.

Vouchers under $5 must be paid through electronic funds transfer only, with limited exceptions for the legislative branch, State Treasurer's unclaimed property claims, and Department of Revenue tax refunds.

Comptroller retains authority to examine vouchers and refuse to draw warrants if unencumbered appropriations are unavailable or if vouchers fail to meet legal requirements.

Comptroller may review transactions to determine compliance with law and refuse warrant issuance if transaction appears unlawful.

Act takes effect upon becoming law.
