Prohibits the Illinois Public Utilities Commission from approving water or sewer service rate increases exceeding 15%.

Requires water and sewer utilities to include notice of proposed rate changes on every customer bill until the Commission approves or denies the change.

Allows customers to file class action lawsuits against utilities for rate increases over 15%, with a rebuttable presumption that excess increases are unjustified unless the utility proves necessity through clear and convincing evidence.

Entitles prevailing customers to double damages plus attorney's fees and costs, and requires courts to issue temporary restraining orders halting collection of disputed increases pending case resolution.
