Increases total General Obligation Bonds authorized by $100,000,000, from $47,092,925,743 to $47,192,925,743.

Raises the amount authorized for school improvement projects under the School Construction Law from $3,050,000,000 to $3,150,000,000.

Maintains existing bond sale schedule for school improvement projects: $200,000,000 (year 1), $450,000,000 (year 2), $500,000,000 (years 3-4), $800,000,000 (year 5), and $600,000,000 (year 6 and thereafter).

Takes effect immediately upon becoming law.
