Creates "aggravated use" offenses for operating a motor vehicle while using video devices, wireless telephones, or electronic communication devices if the violation causes an accident resulting in great bodily harm, permanent disability, disfigurement, or death to another person.

Aggravated use of a video device is a Class A misdemeanor if it results in great bodily harm, permanent disability, or disfigurement; and a Class 4 felony if it results in death.

Aggravated use of a wireless telephone by drivers under 19 years old, or by any driver in school speed zones, construction zones, or within 500 feet of emergency scenes, is a Class A misdemeanor for serious injury or a Class 4 felony for death.

Aggravated use of an electronic communication device while composing, sending, or reading messages is a Class A misdemeanor for serious injury or a Class 4 felony for death.

Effective date is January 1, 2014; maintains existing exceptions for emergency use, hands-free operation, and certain safety or navigation devices.
