IL HB2591

Establishes state policy prioritizing competitive and integrated employment as the first option for persons with disabilities of working age in state programs and services.

Defines "competitive employment" as full-time or part-time work in an integrated community setting compensated at or above minimum wage and customary rates paid to non-disabled workers in similar positions.

Requires all state agencies to coordinate efforts and collaborate to ensure state programs, policies, procedures, and funding support competitive and integrated employment for persons with disabilities.

Directs the Employment and Economic Opportunity for Persons with Disabilities Task Force to establish measurable goals and objectives for implementation and include progress reports in its annual reports.

Takes effect upon becoming law with no requirement for employers to give hiring preference to persons with disabilities.
