Creates the Insurance Navigator Licensing Act requiring individuals and entities performing navigator services in Illinois to obtain a license from the Director of Insurance.

Prohibits navigators from engaging in insurance producer activities, providing advice on specific health plans, recommending particular plans, or providing services related to non-exchange health products.

Establishes licensing requirements including applicant age of at least 18, Illinois residency or principal business location, completion of pre-licensing training, passing a written examination, character and integrity assessment, and payment of prescribed fees.

Sets license validity period at 2 years with renewal requirements including continuing education compliance, and authorizes the Director to impose probation, suspension, revocation, fines, or denial of licenses for violations.

Requires navigators to report administrative actions, criminal prosecutions, and employment terminations to the Director within 30 days and mandates surety bonds or financial responsibility demonstration to protect consumers against wrongful acts or misrepresentations.
