Permits bid specifications to require disclosure of fuel types and electricity sources to be procured, with the Illinois Power Agency and Commission authorized to issue joint guidance on voluntary uniform disclosure standards.

Requires electric utilities to provide customer account numbers, names, and addresses to requesting governmental entities in electronic format, subject to existing privacy protections.

Mandates that advisors retained to select electricity suppliers disclose any direct or indirect financial relationships or commissions that could result from supplier selection, with liability for failure to disclose.
