Amends Section 11-20.1 of the Criminal Code to establish that each individual film, videotape, photograph, or computer depiction constitutes a separate violation of child pornography, except for identical copies of the same material.

Establishes enhanced penalties where the child depicted is under age 13, creating Class X felony charges with mandatory minimum sentences of 9 years for repeat offenders with prior convictions for related sexual offenses.

Designates child pornography violations involving sexual penetration or sadomasochistic abuse as crimes of violence.

Requires telecommunications carriers, Internet service providers, and hosting service providers to have immunity from liability for transmission, storage, or caching of child pornography material created by others.

Amends the Unified Code of Corrections to make consecutive sentencing mandatory for convictions under child pornography statutes, including specific provisions for aggravated child pornography and cases involving victims under age 13.
