Adds definition of "foster parent" in Juvenile Court Act of 1987 to include relative caregivers selected by the Department of Children and Family Services.

Allows previous foster parents with one or more years of prior placement history to file motions to intervene for placement requests if they have a valid license, are eligible for one, or are not required to have one.

Clarifies that court determinations on current foster home placement necessity do not constitute judicial rulings on the merits of administrative appeals filed by former foster parents regarding placement changes.

Establishes factors for "best interest" determinations in juvenile proceedings, including child's safety, identity development, background, attachments, wishes, community ties, permanence needs, and family uniqueness.
