State Board of Education must ensure all approved educator preparation programs include instruction on linguistic, cultural, evaluative, and instructional methods for English Language Learners (ELLs) after January 1, 2014.

All prospective teachers pursuing Professional Educator Licenses must receive this ELL instruction through 2 required courses within their educator preparation program.

First required course must cover second language acquisition and instruction.

Second required course must address socio-cultural, family, and community aspects relevant to ELL education.

Act takes effect immediately upon becoming law.
