Establishes grant programs for local tourism and convention bureaus operated by units of local government or not-for-profit organizations that have existed for at least 2 years and employ full-time staff dedicated to tourism promotion.

Distributes Local Tourism Fund grants with 18% allocated to bureaus in cities with population greater than 500,000 and 82% to the remainder of the state based on population, effective July 1, 2011.

Allows the Department to reserve up to 10% of local tourism funds for program administration, audits, incentive funds for promotional activities, and support for state parks and historic sites; during fiscal year 2013, reserves $2,000,000 for the Abraham Lincoln Presidential Library and Museum and state historic sites.

Requires convention and tourism bureaus receiving grants to provide matching funds equal to no less than 50% of the grant amount.

Establishes an International Tourism Program with grants funded through the International Tourism Fund, allocating funds to Chicago bureaus and international tourism development outside Chicago, with at least $1,000,000 annually for cities outside Chicago that demonstrate international tourism appeal.
