• Establishes comprehensive responsible bidder requirements for material testing contracts, including compliance with applicable Illinois business laws, prevailing wage provisions, and federal equal employment opportunity laws and executive orders.

• Requires bidders to provide evidence of valid federal or social security identification numbers, workers' compensation insurance for all employees and subcontractors with detailed policy information and certificate of liability insurance documentation.

• Mandates bidders demonstrate participation in approved apprenticeship and training programs registered with the U.S. Department of Labor, compliance with the Public Construction Bond Act, and all required professional or trade licenses with disclosure of any suspensions or revocations.

• Makes failure to comply with any responsible bidder requirements grounds for automatic disqualification from contract award; exempts federally funded projects where these requirements would jeopardize receipt of federal funds.
