• Amends the Illinois Human Rights Act to prohibit employers from refusing to hire, segregating, or discriminating against ex-offenders convicted of or supervised for non-violent crimes, unless State or federal law specifically authorizes or requires such action.

• Protects ex-offenders in all employment decisions including recruitment, hiring, promotion, renewal of employment, selection for training or apprenticeship, discharge, discipline, tenure, and terms or conditions of employment.

• Exception applies when an employer is specifically authorized or required by State or federal law to exclude individuals based on non-violent criminal conviction or supervision status.
