Requires wheat development program committee members to be nominated by an association representing wheat producers, rather than appointed directly by the Director.

Changes assessment refund application deadline from 60 days to 90 days after deduction from wheat sale prices.

Modifies assessment cap language from "shall be" to "may be up to" 1.5 cents per bushel, with the rate established by the temporary program committee.

Maintains existing referendum procedures for approving wheat development programs and allows referendums on assessment rate increases after the first 5 years of program operation.
