Extends the deadline for qualified solid waste energy facilities to file monthly reports and make payments to the Department of Revenue from January 2013 through January 2016, with payments of $0.0006 per kilowatt-hour deposited into the Municipal Economic Development Fund.

Requires the Illinois Commerce Commission to establish methodologies for determining electricity generated from landfill methane versus other fuels, with authority to mandate metering equipment and reporting requirements at facility expense.

Authorizes the Commission to revoke a facility's qualified status and order repayment to the State if the facility violates the requirement to use methane gas from landfills as its primary fuel source.

Permits the State Treasurer to distribute up to $500,000 quarterly to eligible Cook County cities, villages, and incorporated towns that approved construction of wood-fuel incinerators, with funds restricted to economic development and community improvement purposes.

Exempts qualified solid waste energy facilities from purchasing rate requirements if they sell renewable energy certificates to comply with renewable portfolio standards, though existing contracts and reimbursement obligations remain in effect.
