Creates National Wild Turkey Federation special license plates for passenger vehicles and motor vehicles under 8,000 pounds, with a $40 fee for original issuance ($25 to National Wild Turkey Federation Fund, $15 to Secretary of State) and $27 for renewal ($25 to Federation Fund, $2 to Secretary of State).

Establishes the National Wild Turkey Federation Fund to provide grants to the National Wild Turkey Federation, Inc. for turkey habitat protection, enhancement, restoration projects, and public education regarding turkey conservation in Illinois.

Creates Curing Childhood Cancer special license plates with a $65 fee for original issuance ($50 to Curing Childhood Cancer Fund, $15 to Secretary of State) and $52 for renewal ($50 to Cancer Fund, $2 to Secretary of State).

Establishes the Curing Childhood Cancer Fund to provide equal share grants to St. Jude Children's Research Hospital and the Children's Oncology Group for funding cancer research.

Amends the State Finance Act to create both special funds in the state treasury, subject to appropriation by the General Assembly.
