Allows Illinois political subdivisions (counties, cities, villages, townships) to enter into mutual aid agreements with out-of-state government units to address emergencies exceeding local response capabilities.

Out-of-state emergency responders (EMS personnel, firefighters, specialized rescue teams) holding valid licenses or certifications from another state are deemed licensed to provide services in Illinois under a mutual aid agreement.

Extends the same liability immunities and protections available to Illinois emergency responders to out-of-state responders acting under mutual aid agreements, but provides no greater immunities than equivalent Illinois-licensed responders would receive.

Out-of-state emergency responders remain employees of their home jurisdictions and maintain eligibility for pension, disability, death benefits, and workers' compensation while providing mutual aid services in Illinois.

Does not limit or modify existing mutual aid provisions under the Emergency Management Assistance Compact Act.
