Amends the Highway Advertising Control Act of 1971 to add definitions for on-premise signs, off-premise signs, real estate signs, and municipal network signs.

Real estate signs and on-premise signs are now subject only to provisions in Section 5 of the Act, removing previous detailed requirements for these sign types.

Establishes criteria for "municipal network signs" owned or controlled by local governments with populations of 2,000,000 or more, allowing the Department to waive Act provisions if compliant with the federal Highway Beautification Act.

Permits for municipal network signs pending on May 1, 2013 must be issued within 10-30 days after the Act's effective date, with any permits found inconsistent with federal law becoming void.

Clarifies that changes made do not apply if they would impact receipt or reimbursement of federal transportation funds, except Bonus Agreement funds.
