Amends Section 14-103.10 of the Illinois Pension Code to exclude stipends paid to employees for service on a board or commission from pension compensation calculations, effective July 1, 2013.

Changes terminology in Sections 17-137, 17-138, and 17-139 from "principals" to "administrators" to broaden the category of school employees eligible to serve on the Teachers' Retirement System Board of Trustees.

Modifies Board election procedures to allow secure electronic balloting in addition to in-person and mail ballots for all trustee elections (teachers, administrators, and pensioners).

Updates voter eligibility requirements to require that contributors obtain their eligibility status on or before October 1 of the election year to be permitted to vote in Board elections.

Removes specific language regarding election administration and ballot counting procedures, delegating these details to Board bylaws and rules.
