Amends the Emergency Medical Services (EMS) Systems Act to allow the Department of Public Health to grant permanent waivers of the requirement that emergency medicine physicians at Level II Trauma Centers be board-certified in emergency medicine.

Waiver eligibility requires the trauma center to be located in a county with a population less than 75,000 that is designated as a physician shortage area or health professional shortage area.

Trauma centers must demonstrate they have unsuccessfully attempted to recruit a board-certified emergency medicine physician and the physician seeking the waiver has at least 5 years of emergency medicine experience in a trauma center setting with equivalent education and training.

The waiver must also be determined to be in the best interest of the community served by the trauma center.

The Department's authority to grant waivers under this provision expires 5 years after the effective date of the amendment, and the act takes effect immediately upon becoming law.
