Requires all drivers and passengers to wear properly adjusted and fastened seat safety belts while operating or riding in motor vehicles on Illinois streets and highways.

Exempts certain vehicles and situations from the seat belt requirement, including vehicles prior to 1965, motorcycles, mopeds, rural letter carriers performing duties, and taxicab back seat passengers.

Modifies the emergency vehicle exemption to exclude fire department vehicles, Office of the State Fire Marshal vehicles, and ambulances unless life-saving measures prevent seat belt use.

Establishes violations as petty offenses subject to fines not exceeding $25, while prohibiting seat belt violations from being considered evidence of negligence or reducing insurance liability.

Prohibits law enforcement from searching or inspecting a vehicle or its occupants solely based on a seat belt violation.
