Changes ambulance and emergency medical service vehicle licensing from annual renewal to renewal intervals determined by the Department, not less than every 4 years.

Modifies vehicle inspection requirement from annual inspection combined with relicensing to annual inspection of licensed vehicles only, separating the two processes.

Changes licensing fees from submission with applications to annual fees due at time of inspection, with a cap of 100 vehicles per provider.

Adds definition of "Reserve Ambulance" as a vehicle meeting all criteria except medical supply inventory requirements, which can be rapidly transferred between vehicles without tools.

Allows alternative rural staffing models for providers serving rural or semi-rural populations of 10,000 or fewer inhabitants using volunteers and paid-on-call personnel.
