Amends the Emergency Medical Services Systems Act to allow rural ambulance service providers serving populations of 7,500 or fewer to request approval for service level upgrades.

Permits rural ambulance services to upgrade their in-field service level to match the highest EMT license held by any staff member (paramedic, intermediate life support, or basic life support) with EMS System Medical Director and Department approval.

Requires upgrade proposals to include plans for securing advanced life support equipment and medications, implementing quality assurance measures, and advertising only services available 24 hours daily.

Mandates that advanced life support medical supplies, equipment, and medications be locked and accessible only to authorized personnel approved by the EMS System Medical Director.

Requires the EMS System to perform routine quality assurance reviews on approved in-field service level upgrades to ensure compliance with the EMS System plan.
