Establishes license fees as nonrefundable and assesses a $50 penalty for renewal licenses not renewed by July 1.

Creates administrative monetary penalties for egg handler violations including: $500-$2,000 for selling non-inspected egg products, $200-$1,000 for false/deceptive statements about eggs, and $300 for unlicensed egg trading.

Adds new penalties of $200-$1,000 for selling eggs to unlicensed persons after receiving Department notification not to do so.

Makes knowing violations of the Act or Department rules a Class C misdemeanor, with each day constituting a separate offense; applies to corporate officers and managers who cause violations.

Authorizes license suspension for material misstatements, health dangers, false advertising, felony convictions, or failure to pay fines/fees within 60 days, followed by administrative hearing within 10 days.

Terminates applications and forfeits license fees if applicants fail to meet compliance requirements within 60 days of application receipt.
