Requires applicants for Firearm Owner's Identification Cards to obtain a psychiatric or psychological evaluation from a licensed psychiatrist, clinical psychologist, or clinical social worker and submit certification that they are not a danger to themselves or others.

Certification must confirm the applicant does not lack mental capacity to manage their own affairs, can provide for basic physical needs without family assistance, and does not have violent, suicidal, threatening, or assaultive behavior posing clear and present danger.

Requires mental health professionals to immediately report to the Department of State Police if they determine a card holder is ineligible based on these psychiatric criteria.

Amends the Mental Health and Developmental Disabilities Confidentiality Act to permit disclosure of psychiatric evaluation information to the Department of State Police for Firearm Owner's Identification Card eligibility determinations.

Takes effect immediately upon becoming law.
