HB2815 Summary

• Four mosquito abatement districts (Des Plaines Valley, North Shore, Northwest, and South Cook County) cease operations on January 1, 2015, with existing trustee terms ending on that date.

• Cook County Department of Environmental Control assumes all powers and duties of the dissolved districts within their service areas, excluding taxing authority.

• All personnel, property, records, books, documents, and unexpended revenues transfer to the Cook County Department of Environmental Control, with transferred funds usable only for original collection purposes.

• A Cook County Mosquito Abatement Advisory Board is created with 5 members appointed by the Cook County Board President, including one representative from each of the 4 former district areas plus a chairperson.

• Cook County Board of Commissioners may transfer the mosquito abatement powers and duties to another unit of county government by ordinance or resolution; the Act takes effect immediately upon becoming law.
