Prohibits operation of a motor vehicle without liability insurance coverage in accordance with Section 7-601 of the Illinois Vehicle Code.

Creates new offense of "operation of uninsured motor vehicle causing damage to property" requiring restitution equal to the cost of repairs for property damage resulting from the violation.

Establishes "operation of uninsured motor vehicle causing bodily harm" as a Class A misdemeanor with a mandatory $2,500 fine if the person has 2 or more prior convictions of the same offense or Section 7-601 violations.

Suspends driver's license for 3 months upon conviction, with $100 reinstatement fee required; subsequent violations while suspended result in additional 6-month suspension.

Allows first-time offenders who obtain insurance before court appearance to pay $100 fine and receive court supervision instead of conviction, provided they maintain insurance throughout the supervision period.
