Authorizes county recorders to establish a fraud referral and review process to identify and refer suspicious property documents to administrative law judges for determination of fraudulence.

Requires recorders in counties with populations under 3 million to provide 90 days' public notice before establishing the fraud review process through newspaper publication and website posting.

Establishes 19 specific factors recorders may consider when determining whether documents are fraudulent, including unusual punctuation, forged signatures, maritime liens, and documents with no legal basis.

Mandates recorders notify property owners by phone and certified mail when documents are referred for review and when final determinations are made; requires administrative law judge hearings within 30 days of referral.

Applies only to filings made after the law's effective date and automatically repeals June 1, 2018; protects recorders from liability except for willful or wanton conduct in reviewing suspected fraudulent documents.
