School districts must disclose teacher and principal performance evaluations to parents or legal guardians upon request, in any manner including by phone or in person.

School districts must provide conspicuous notice of disclosure rights, explain evaluations orally or in writing, offer opportunities for parents to understand evaluations in context of teacher performance and student achievement, and verify requests are from actual parents or guardians.

State Board of Education shall collect and publish annual data on teacher and administrator performance evaluations by district, school, class, subject, grade, region, district wealth, student enrollment, school type, student need, and district spending, along with data on rating category movements and tenure decisions.

School districts may establish alternative evaluation, remediation, and removal procedures through agreement with teacher representatives, provided student performance data remains a significant factor and teachers are rated as "excellent," "proficient," "needs improvement," or "unsatisfactory."

Act takes effect July 1, 2013.
