Creates the Interstate Mutual Emergency Aid Act allowing Illinois political subdivisions (counties, cities, villages, townships) to enter into mutual aid agreements with out-of-state government units for emergency response coordination.

Permits out-of-state emergency responders (firefighters, EMS personnel, hazmat and rescue specialists) to provide services within Illinois under a mutual aid agreement when local jurisdiction determines the emergency exceeds its response capabilities.

Recognizes out-of-state licenses, certifications, and permits for emergency responders acting within their scope of practice and equivalent Illinois authorization during mutual aid emergencies.

Extends governmental immunity from liability to out-of-state emergency responders providing mutual aid or participating in training exercises, and ensures their pension, disability, workers' compensation, and other benefits continue as if services were rendered in their home jurisdiction.

Takes effect immediately upon becoming law and does not limit the existing Emergency Management Assistance Compact Act.
