Amends the Illinois Marriage and Dissolution of Marriage Act to allow courts to delegate a deployed parent's visitation rights to a family member who has a substantial relationship with the child upon the parent's motion.

Court must determine that delegated visitation is in the best interests of the child, considering factors set forth in Section 602 of the Act.

Delegated visitation rights terminate either upon completion of the parent's deployment (reinstating previous custody or visitation orders) or upon a showing that delegated visitation is no longer in the child's best interests.

Family members delegated visitation rights may not use this authority to seek separate visitation rights under Section 602 of the Act.

Takes effect immediately upon becoming law.
