Extends the return-to-Illinois timeline for qualified veterans from 6 months to one year after leaving federal active duty service to be eligible for the Illinois Veteran grant program.

Extends the return-to-Illinois timeline from 6 months to one year for spouses of veterans in continued military service stationed outside Illinois.

Qualified applicants receive tuition and mandatory fee waivers for up to 4 years of full-time enrollment, including summer terms, at state-controlled universities or public community colleges in Illinois.

Veterans already serving in active duty who have completed at least one year of service or served less than one year in foreign combat zones can receive assistance if they provide documentation of honorable service.

Assistance is an entitlement that institutions must honor as long as federal veteran educational benefits exist, subject only to minimum grade requirements and satisfactory student loan repayment records.
