Animal shelters and control facilities must post annual statistics on websites and prominent signs showing numbers of dogs and cats taken in, adopted, euthanized, found dead, and transferred to other facilities.

Shelters must disclose statistics on animals seized due to criminal code or animal cruelty violations, including numbers adopted, transferred, or euthanized.

Shelters must provide surrender forms with optional contact information and must notify owners by phone or email two business days before euthanasia if they requested notification; owners can request return of their animal and pay an adoption fee.

Shelters must inform owners orally if an animal will be euthanized the same day it is surrendered and obtain the owner's signed acknowledgement.

Shelters cannot refuse to adopt or transfer dogs or cats based solely on age, breed, type, appearance, or size.

Law applies statewide to all animal shelters and control facilities and takes effect January 1, 2014.
