Defines "compliance lien" to include liens filed under Division 20 of Article 11, liens related to unpaid code violations after failed reinspection, and liens for unpaid utility bills.

Permits municipalities to treat costs associated with a compliance lien as an existing, judicially-approved special assessment without requiring a standard assessment warrant or certified assessment roll.

Allows municipalities to collect compliance lien costs as special assessments by following procedures outlined in Sections 9-2-80 through 9-2-98 of the Illinois Municipal Code.

Requires property owners or interested parties to pay all costs incurred by the municipality for collecting compliance lien costs, including collection expenses.

Takes effect immediately upon becoming law.
